I reside in California, Does anyone know of a web site where I can find laws of noise ordiance
I live in a condo, and a neighbor is extremely loud. Association states they can not govern what
goes on inside a unit, Neighbors have to work it out. I know there are law, it is not addresses
in our CC"R . any sugestions?

It looks like noise is regulated at the city level so you'll have to find out the noise ordinance for your particular city.

in general Kim, if there is a law (ie, a statute), then the HOA is typically not responsible for enforcement of it. enforcement of laws belongs to cities, counties, states or the federal government.

If there is a clause/covenent in your HOA CC&R's, then the HOA is typically responsible for enforcement of those (sometimes depending on other wording in the documents).

So, first place is to see if your CC&R's speak to any noise issues. If not, then check the city for ordinances, and go to them. If not the city, check county, then state.
