This association is in Texas.
Homeowners share a common wall. They are having reoccuring termites. Our CCR's state that one owner shall have access to their party wall. The other homeowner will not let the other homowner is to spray for termintes.
What right do they have to force the homeowner to let them in?

Not sure about the legal issue, but I would first check with other pest control companies, because there is usually very little reason to spray inside a home for termites. Termite control is done best from outside, and from underground. If there are termites in an interior wall, then you MUST drill holes into the wall to treat (or, go underground in the crawl space). either way, i don't need access to the other half of a wall to spray, i will be drilling holes in one side, and spraying. Or, spraying from underneath, or above.

Proper termite killer is nasty stuff, and needs to be treated with respect, and kept out of living areas. Anyone selling you a cheap carpet or baseboard spray (for termites) is selling you smoke and mirrors.
