Should and does the Board have the authority to approve or whatever some application for membership in the association when the property is purchased.

if you are speaking of membership in some subset of the community (club, etc), then yes, they may have that power granted to them in the bylaws. If you mean "can a board vote on an owner selling or someone buying property", then almost always "no", the board has no rights to interfere with the rights of an owner to sell his home.

If in fact a board IS granted the rights to allow/disallow membership, they should be VERY careful, so they don't violate any federal or state laws while doing so, even accidentally (ie, deny to a veteran, women, race, etc...)
