We are forming an HOA, and currently our cc&r state that we are allowed to form an HOA a year after the builders contracted the developement. How do we place the HOA into the CC&R so all who move into the neighborhood knows that there is an HOA in place. Or how do you establish bylaws.. Is it by voting, or a board?

Hire an Attorney...Its CC&R's, By-laws, Articles of Incorporation and then later the board can establish Rules and Regs.
